Anyone feeling guilty about those empty spare bedrooms?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And the incentives to move from \u2018too-big\u2019 homes into something smaller, and more appropriate, have come thick and fast. The \u2018problem\u2019 is that many older Australians are happy where they are or see more cons than pros in moving.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the YourLifeChoices\u2019 <\/span><i><span style=\"font-weight: 400;\">2022 Older Australians Insights Survey<\/span><\/i><span style=\"font-weight: 400;\">, which had almost 6,200 respondents, 72<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> said they owned their home outright and another 12<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> said they were homeowners with a mortgage. When asked if they were considering downsizing, 56<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> said no and 20<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> yes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Asked, \u201cDo the government\u2019s latest incentives make you more likely to downsize?\u201d, 70<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> said no.<\/span><\/p>\n<p><b>So what are the latest incentives?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">When the downsizer contribution scheme was first introduced on 1 July 2018, only those aged 65+ were eligible. That was reduced to 60 on 1 July 2022 and to 55 on 1 January 2023. \u201cMore Aussies please apply\u201d seems to be the message.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The scheme allows <\/span><a href=\"https:\/\/www.ato.gov.au\/Individuals\/Super\/In-detail\/Growing-your-super\/Downsizer-contributions-for-individuals\/\"><span style=\"font-weight: 400;\">eligible<\/span><\/a><span style=\"font-weight: 400;\"> people to make a one-off post-tax contribution to their superannuation of up to $300,000 per person from the proceeds of selling their home. Both members of a couple can contribute, and contributions do not count towards non-concessional contribution caps.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But wait, there\u2019s more.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From 1 January 2023, the government also extended the exemption of home sale proceeds from the Age Pension assets test from 12 months to 24 months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This gives downsizers more time to buy, build, rebuild, repair or renovate a new principal home before the sale proceeds are included in the assets test for the pension.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, the deeming rate on principal home sale proceeds (intended for the purchase of a new home) was lowered from 2.25<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> per year to 0.25<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> per year. The income test now also uses the lower deeming rate of 0.25<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> to calculate deemed income generated from the proceeds of a principal home sale for 24 months after the sale.<\/span><\/p>\n<p><b>What are your concerns?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">More than 49,000 people have made downsizer contributions, and the total put into super has passed $12 billion, with the majority of contributors being women, writes <\/span><i><span style=\"font-weight: 400;\">Age<\/span><\/i><span style=\"font-weight: 400;\"> columnist <\/span><a href=\"https:\/\/www.smh.com.au\/money\/super-and-retirement\/retired-it-might-be-time-to-think-about-downsizing-your-home-20230117-p5cd4c.html\"><span style=\"font-weight: 400;\">Rachel Lane<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But YourLifeChoices members appear generally unenthusiastic. Asked for their concerns in the 2022 <\/span><i><span style=\"font-weight: 400;\">Insights<\/span><\/i> <i><span style=\"font-weight: 400;\">Survey<\/span><\/i><span style=\"font-weight: 400;\">, the following responses were repeated time and time again:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">availability of suitable smaller accommodation<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">cost (and stress) involved in selling the family home and buying another<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">stamp duty<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">proximity to medical facilities is important<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">we love where we live near family, friends and familiar amenities<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">can\u2019t contemplate clearing out the junk collected over 73 years<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the dog, cat and grandchildren \u2013 I need the room!<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">suitable space for a caravan<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the quality of smaller homes<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">getting something with or near outdoor space.<\/span><\/li>\n<\/ul>\n<p><b>Pros and cons<\/b><\/p>\n<p><a href=\"https:\/\/www.eisuper.com.au\/blog\/federal-budget-2022-key-points-for-downsizers-retirees\/\"><span style=\"font-weight: 400;\">EISS Super<\/span><\/a><span style=\"font-weight: 400;\"> summarises the benefits and the areas of concern with the downsizing incentive.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Pros<\/span><\/i><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Contributions are not subject to the Total Superannuation Balance (TSB) limit. Generally, you can\u2019t make non-concessional (after-tax) contributions to your super account if you have a Total Superannuation Balance of $1.7 million or more.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There\u2019s no requirement to buy a new home.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">You have 90 days in which to make your contribution, but there are no rules on where you can invest the proceeds in the meantime.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It\u2019s an opportunity to boost your super balance, particularly if you haven\u2019t had the chance to save for a \u2018comfortable\u2019 retirement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There is no maximum age limit for making these contributions.<\/span><\/li>\n<\/ul>\n<p><i><span style=\"font-weight: 400;\">Cons<\/span><\/i><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If you make a downsizer contribution, it will count towards your transfer balance cap if you decide to move your super into the tax-free retirement phase.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Downsizer contributions count toward Age Pension assessment tests.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">You can only take advantage of this measure once.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There\u2019s a time limit. Under the downsizer contribution rules, you must make your downsizer contribution within 90 days of receiving the sale proceeds.<\/span><\/li>\n<\/ul>\n<p><b>Case study<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Ms Lane offers the following case study to show how the January changes to the scheme can make a big difference to participants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThink about Shirley, a full pensioner, selling her home for $800,000 and using $650,000 to buy her new home. If she sold her home last year, the $650,000 would be exempt for 12 months from the assets test. The deemed income on that amount would be $14,600 a year and could cause her pension to reduce by $7,300 a year. After 12 months, the $650,000 would be assessed as an asset and her pension of $26,700 a year could be lost.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf Shirley downsized this year, the $650,000 would be an exempt asset for two years and the deemed income would be just $1,625 a year \u2013 a potential benefit of about $33,000.\u201d<\/span><\/p>\n<p><b>Retiring with a mortgage?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The downsizer incentive does offer a \u2018get out of jail\u2019 card of sorts to the increasing number of people retiring with a mortgage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Household Capital CEO Josh Funder says up to 40<\/span><span style=\"font-weight: 400;\">\uff05<\/span><span style=\"font-weight: 400;\"> of Australians retire with a mortgage, though it\u2019s often a small mortgage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tribeca Financial CEO Ryan Watson says carrying debt into retirement is generally a bad idea, \u201clargely because it is the time in your life where you need to be drawing on an income stream to provide for your daily expenses, not for continuing to service debt\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hence, downsizing \u2013 whether to top up super or pay down debt \u2013 could be an attractive option.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other options for older homeowners wishing to free up cash or pay down debt are reverse mortgages and the government\u2019s scheme, the <\/span><a href=\"https:\/\/www.yourlifechoices.com.au\/finance\/what-is-the-home-equity-access-scheme\/\"><span style=\"font-weight: 400;\">Home Equity Access Scheme<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Written by <\/span><\/i><a href=\"https:\/\/www.yourlifechoices.com.au\/author\/janelle-ward\/\"><i><span style=\"font-weight: 400;\">Janelle Ward<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">and published by Your Life Choices<\/span><\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The government wants older Australian homeowners to downsize.
